Right Web - Keeping It Simple
In addition to the two previous excellent web strategy articles this is a suggestion for a very simple approach.
There is an element of web strategy that is more business strategy than political policy. There are likely to always be policy and candidate disputes within the party, and the left likely has benefited from being nearly 100% united against President Bush and the Iraq War. However, that can be countered with some organization. It doesn't have to be fancy, and is probably best if it isn't. Simply set some goal, and let everyone know how to achieve them. For instance, suggest that casual readers join the mailing list of their favorite candidates. Recommend they join social networks like MySpace and Facebook, and join groups related to their interests. Give them petitions to fill out or 'forward to a friend'/'sign a friend up' emails and email forms. For bloggers, give them widgets, provide them with a source of articles to draw from, give them instructions on blogging and linking basics if needed. Finally, do what this site does and keep people networked and on the same page. Not everyone has to agree on the specifics, but if people are given the tools to pursue their political objectives than the greater cause benefits.

I agree, somewhat.
The problem is, "collective" action web strategies will be undertaken by the left, even if the right commits itself to more simple web structures. I am simply pointing out the natural evolution of the medium. The DNC may not be the leading edge of this effort, I suspect it will be the George Soros crowd of the left that will actually pursue this effort. But the effort will be pursued.

Keep it simple but keep people accountable
I agree with Katherine and actually had the good fortune of watching a simple strategy work as we worket together at McCainVictory08.com. I asked one of the people involved to try to grow our blogroll, gave him some direction and we have grown from 30 blogs at the time to 160 today.
Katherine was there every step of the way, either creating or finding resources for the MV08 bloggers that people could either access from the site or get via e-mail inquiries. Since a very humble beginning we have grown into a network of 25 websites, 160 blogs and roughly 10,000 contacts/supporters.
Organizing bloggers is like herding cats and that is on a good day but we ask people to do things, hold them accountable and recognize their successes.
